On offer is a pair of originalperiod printed municipal engineering plates documenting a proposed extension ofthe main sewer outlet at Port Jervis, New York, along the Delaware River.

The plans were already before theNew York State Board of Health in November 1899 and bear a formal approvalcertification dated January 8, 1900. The approval notation specificallyidentifies the project as an “Extension of outlet,” tying the two sheetsdirectly to the proposed sewer improvement represented on the plans.

The plates form a particularlyuseful plan-and-profile pair.

Plate Y — Map of ProposedExtension of Main Sewer Outlet of Port Jervis, N.Y.

Plate Y maps the proposed sewerextension against the curving shoreline of the Delaware River. It shows theexisting and proposed sewer alignment, manhole locations, pipe information,riverbank contours and the position of the outlet.

The New York State Board of Healthapproval block is reproduced directly on the sheet and records that the planswere considered at a meeting held in Syracuse, New York, on November 16, 1899.Port Jervis is identified in the approval as the Village of Port Jervis,reflecting its municipal status at the time.

HISTORICAL INTEREST

What gives this pair more interestthan a generic engineering plan is its connection to a specific municipalsewer project and a specific section of the Delaware River at Port Jervis.

The State Board of Healthendorsement records that the plans were considered in November 1899 andsubsequently certified in January 1900, providing unusually clear evidence ofthe governmental approval process behind the project. The handwritten “Extensionof outlet” notation further identifies the precise work under review.

The sheets also show how a latenineteenth-century sewer proposal was communicated at two scales: first as ageographic route through the landscape, and then as a technical profile showingthe grades necessary to make the system function.

Irving Righter is independentlydocumented shortly afterward as a Port Jervis civil engineer and surveyorin a 1903 Orange County atlas. When Port Jervis became a city in 1907,contemporary county history records his appointment as its city engineer.

That later record strengthens thelocal association without requiring us to claim that every aspect of theproposed 1899 outlet was ultimately constructed exactly as shown.
