Typewritten on the letterhead of the State Defense Committee of the USSR on Jan 21, 1943 in Moscow, Kremlin, this document with a "top secret" stamp on its top says the following:
In partial amendment to the State Defense Committee Resolution of December 27, 1941, the State Defense Committee RESOLVES:1. To permit front commanders to replenish the active army with some of the former Red Army servicemen who were captured or encircled by the enemy, after their proper on-site filtration at army and front assembly and transit points.2. To request the NKVD of the USSR to allocate the necessary number of Special Department personnel for filtration former Red Army servicemen who were captured or encircled by the enemy at army and front assembly and transit points, in order to identify traitors to the Motherland, spies, betrayers and other dubious individuals.3. Front and army commanders are to organize at assembly and transit points the protection, accommodation, food, and sanitary treatment of former Red Army servicemen who were captured and encircled by the enemy.CHAIRMAN OF THE STATE DEFENSE COMMITTEE OF THE USSR

Provenance. The document was obtained in Moscow in 2018 from a collector whose name was mentioned in several publications in press and books. No certificate of authenticity was included with this item, but such certificates were provided for several other historically significant items in his possession. He explained that in Russia, no one certifies documents bearing Stalin's signature, as they must all be kept in state archives. However, Stalin signed extensively throughout his life, so some documents are believed to be held in private collections yet.
